Saving a School from Closure

As the only charter school in the Hillsboro School District, City View has been helping K-8 students achieve academic excellence for over 20 years. However, when their original building lease expired, they were forced to move the school to a new location.

City View’s Board of Directors decided to buy a local office building and convert it into a new facility—but early in the purchase process, a portion of their financing fell through. They were at a critical juncture—because if the deal collapsed, the school would fold. City View’s contractor, Bremik Construction, recognized the urgency of the situation and recommended bringing Klosh Group on to find a way forward.

Timing is everything

With less than a month before the deal’s deadline, our team had to act fast. Our first priority was bringing the budget and scope into alignment—which required trimming $300,000 off the $3.7 million estimate. Next, we worked closely with the client’s financing team to provide all the necessary information in support of the deal.

Once a financing plan was in place, we shifted our focus to building a schedule and working through complex permitting issues with the City of Hillsboro. And by helping arrange a short-term lease of the building until the purchase is finalized, City View is now able to move forward with the first phase of construction. In the weeks to come, we’ll be overseeing everything from seismic upgrades to building out classrooms, common areas, and administrative offices.  

Building trust as we go

With most projects, we have ample time to build a strong foundation of trust with our client before diving into difficult conversations about budget, scope, and risk management. However, this was not like most projects. The urgency of the situation required us to take a firm approach and drive major stakeholder decisions under a very compressed timeframe.

The process wasn’t always comfortable for our client, but we quickly earned their trust along the way. And in the end, they were profoundly grateful our clear guidance and honest assessment of what they could achieve with their fixed budget.

Once construction is complete in the spring of 2024, City View Charter School will have a new forever home—and over 230 students will have a brand-new facility to learn, grow, and thrive academically.
